In January 2026, Venezuela enacted its most transparent hydrocarbons legal framework in two decades. In 2024, the US Treasury issued General License 44 (GL-44), authorizing American companies to engage the Venezuelan energy sector directly. The infrastructure gap is not a future opportunity, it is active commercial demand right now.
